They can tap Well #4 and start separating out He without that part. Also the methane and ethane gases can be burnt to produce energy (run a generator) and the amount of CO2 from that is negliable that they don't need a carbon capture system. Once the plant is operational and you are producing more and more He and generating revenue. That cash will provide the funds necessary for further drill holes.

The company is 4 for 4 (even if we don't know the value at #3 because of the city's blockage for testing) there is no reason to think they will hit a dry hole. Using what they know now they may have a 99% success rate (my guess probably too ambitious).

Also they now have all logistics figured out so there should be no unreasonable delays again.
