Will this ever get built?

Will this ever get built?Serious question.  This has been hanging out there for more than a decade, without much progress.  Mine permitting very onerous in United States.  High capex, not great IRR at today's gold price, maybe nobody wants to fund it.  Problem is, it is refractory ore.  What has changed in all this time?
