So in the winter the soil moisture won't freeze and then thaw in the summer. This results in less seasonal heaving of the road which breaks it up. So it's like laying down an insulated layer to prevent the heaving caused from the soil water freezing and thawing. If you lay it over a pipeline, the prema-frost can't get to the pipeline to damage the pipeline. You would think the environmental gurus would be all over this to protect under ground pipelines. If you back on early information on CVX's website you will see explanations. I can't remember if it was Yellowknife or Whitehorse back in 2007 I believe it was, they did a study there.
