Tutes aren't dumping. They're controlling the price (always have on IVN) and accumulating. Today's intraday is expected. Pumped on good news, retail jumps in, tutes then step it down on low volume. 

Raymond James price target (one year out) of $12.50 issued today is a joke. But they want to accumulate at low prices as IVN projects continue to advance.
