You might benefit from further study, but this time using credible history texts rather than sketchy web sites.
The "Europeans" made treaties with various native groups to end attacks on settlers and supply lines. Then the "Europeans" broke the treaties, time and time again (for example, promising certain lands and then over time forcing the natives to relocate onto smaller and smaller lands and often insisting that hunting tribes become farmers on non-arable land).
Today's problems began with promises being made and later broken. Surely it would have been better to either (1) not make promises and/or (2) keep the promises made. Once a treaty exists then it has legal status.
You're wrong on PET. He sent the army into Quebec in response to the FLQ's anti-anglo threats. After out of the political game he was quite clear: he would happily lie to stupid people to get elected (specifically about the unpopular gasoline tax proposed by Joe Clark), and did not care a bit what language they spoke. And to him, Levesque was a mortal enemy.
