ENB arbitrarily shutting down L5 would more than likely be labelled 'corporate terrorism'. Share price would go to zero as we watched ENB assets seized by American government bodies. The US side of the business would be divided up and gone in short order.
Whitmer knows what some of you don't seem to -- there are other ways to deliver. And what's more, she doesn't care if those ways are dirtier and more expensive because she wants to be President and taking down the 'evil Enbridge empire' would be a feather in her campaign cap.
