They have not and will not because they will not get elected.
NA pays way less in taxes for for gas than do europeans hence all the smaller engine use.

About 12 years ago I arranged for a car rental in Monaco to drive to a place in Tuscany Italy that I rented for a couple of weeks.  When I arrived at the car rental place, due to a number of circumstances I was given a turbo charged diesel Alfa Romeo sports car.

To make a long story short, I drove about 600KM from Monaco to Tuscany, including a stop and go traffic jam in Genoa for an hour on about half a tank of diesel fuel.

If we want to address climate change,  this is the place to start - not dictating that people can't use petroleum products and the results are much more predictable.
