You read the entire situation correctly.
Releasing the DFS would have been great for the shareholders and very bad for the Chinese offer.
They would have to pay a lot more, and Waldo wouldn't have collected whatever he was promised by the new buyer...
Obviously, Waldo and management team want get $ and go home. Institutional investors' managers will post great "realized profit" and get bonus.
Releasing DFS would attract tons of attention and possible if not probable bidding war. All managers, inst. and us retail investors would win.
I would expect $9/share.
However, we do not see what is going on behind the scene.
CATL, for example, is very quiet despite the fact that great deposit was taken away from them.
That is the price of dealing with China, secrecy and conspiracy.
Unfortunately, Europe and Japan are so shortsighted and self-absorbed that missing on obvious. Having technology is great, but without boring materials and energy, they go nowhere.
Europe does not have American geology to be self-sufficient, so they will be on the leash to those who has it.
