RE:Way to hold .40

I don't understand as to how there are that many shares to be had to dump into the bid. This has gone on for a long time now. Why can't this stock go past $0.40 and stay up there? I'm not sure why it's stuck at 35-38 cent range.... this is the prime range to go into the dollars.
