The first part of rebuilding a REE supply chain is the separation of REE.  Once that is done then you rebuild the next step, but you start with REOs.  Will Ucore do the next step and make carbonates, I don't know.  I would think not at first but maybe later.  As I have said before do not underestimate the DOD.  They will find a way.  Seen it to many times.
