Nicotine Free Pouches

What caought my eye is the part saying they were going after nicotine free pouches. . I do not know what a nicotine free pouch is but if they are going after nicotine free pouches it seems to me they would also go after nicotine cigs, i.e. TAAT. Which makes no sense to be going after nicotine free products but whole lot about the Biden administration makes no sense.
