I agree with your statement: "From my understanding, for the unbilled revenue to be on the balance sheet means that revenue has already been accounted for in Q3. However, they should receive the cash in Q4."

But this all appears to relate to IRD, not Motorola. See FS Note 9

Astutein's analysis indicates Motorola evenue will come in Q4. His analysis and conclusion appears wrong
