There are a lot of laws and regulations at play with a mining permit (Clean Air Act, Clean Water Act, National Environmental Policy Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Comprehensive CEnvironmental Response, Compenstation, and Liability Act, etc.) The people charged with administering and enforcing the regulations required by those acts all have to review, comment, and sign off on the permit. Some of those process can run in parallel, others cannot. I have no doubt that Covid restrictions, and the fact that many people are still working remotely, has slowed the entire process down.
