Consolidation

ConsolidationWhy is consolidation not proceeding. I know they said dec 1st or thereabouts but strange that nothing seems happening.  What could the reasons be? Could it be a takeover/acquisition/disposition or are they just trying to dot all the i's and cross all the t's?
