It is a process that goes back and forth between an examiner at the USPTO and a company rep in establishing if the new "thing" is really unique to itself or if it is inconflict with some prior invention by another party.
The company submits. The examiner has usually 90 days to respond. If he has questions in his response the company then has 90 days to respond.
This may go back and forth many times in an application -- and take a couple of years or more in many cases.
This is one of those steps where the examiner rejected the Company's last explanation and now the Company has resubmitted and is asking for "reconsideration". (i.e. likely another 90 days)
