There is nothing wrong with saying the costs have gone up, which they are required to say. The NPV has gone up substantially and they will make a final announcement when engineering is 80% complete and financing is in place. 

That seems perfectly sensible and reasonable. Who cares if they announce they are going forward now or not? I would rather they get the project elements more nailed down if they think that is what is appropriate.

The market reaction is normal, particularly in mid-December. 

Instead of complaining, those out of sorts should consider alternatives. What do you think is a better bet at this point?
