It's a multi billion dollar market, and Quarterhill is one of the most qualified and capable entities to fulfill the need. It use to be so relatively easy to have gasoline & diesel taxes to monetize vehicle infrastructure expenditures, but with the coming multitude of fuel types, but especially electricity, there's a hugely reduced tax base from which governments can recoup their costs. Tolls are the answer. France and many ither countries have been doing it for years, and will more so in the near future, but with much more sophisticated systems, such as supplied by QTRH.
