Exactly. read the detaisl. "2" Means = Met or exceeded all the requirements with some comments. The comments were things like "Cellphones caused the most false alerts"....ok...cool....the most alerts out of a 1.6% alert rate when the target was 20% per NIJ standard.

2.5 is a huge win.
