The article was obviously spoon fed to the media but the writer missed the point. Whoever fed the media outlet would know that somebody reading the article would figure it out or they wouldn't have leaked the news. Don't think for one second that some industrious reporter suddenly got inspired to go and search for a file from last May.
ENB is obviously going on the offensive when it comes to line rates. If ENB can push through an expected life of 18 years vs the existing 30 year expected life of a pipe, the asset recovery component almost doubles which means ENB's risk drops and consumer prices rise.
What does the story mean in the bigger picture? The public would be pisssed which would create additional pushback against the green movement. The current slate of politicians who are supporting the green movement won't stand for companies ripping off Americans so they will never allow for a reduced life expectancy ruling for pipelines. That would open the window for the pipeline companies to say "hey, if you keep legislating us out of business, we will stop investing because we can't justify investing". That is exactly what the oil industry has done in America. How is that working out for Biden?"
