The initial dates back to the SARS scare in 2003, they dropped it back then when SARS dispeared by itself, and just picked it up when covid came, tweaking the molecule, both SARS and covid viruses are coronaviruses.
So our government had no vision at all. By chance the science was there to be quickly adapted to fight this virus, neither Trump or Biden can take any credit for that. Prevention of a pandemic was a total failure for all developed countries. I hope it's lesson learned.
