As far as I know they're talking about having to make sure to provide essential services... I'm guessing they won't have people come in to fix a small cut a the tip of a finger but will make sure someone is available for births, car accidents, ICU etc... keeping the non-infected for most important and/or more likely to be in contact with lots of people and infected for other tasks.
I do think they are mismanaging some issues but also believe they're doing the best they can.
