Senior management wants salary and shares. There are now so many shares outstanding that salary might seem a better target. A development/expansion project is likely to continue and increase their salaries as LOM increases.
The BOD should be acting for shareholders, but that's a rare thing these days. But if they are, they might consider a large share buyback in tandem with expansion.
