How will we know about share buybacks

How will we know about share buybacksRookie question I guess. 

Ive been in this play and several others for a long time (seems like an eternity), and, have only experienced share dilution and bleeding red.

Given that oil cos are expected to use cashflow in the coming year to buy back shares, reduce debt and start to think about dividends again, rather than exploration and drilling, how do we know when share buy backs start.

Is there typically a news release after the fact that x shares have been purchased back by the corporation? - obviously there would not be news prior to a buyback for pricing reasons. 

Or does one just start tracking outstanding shares, and if so are these updated regularly ie daily, weekly, quarterly?

My question is how do we track share buyback initiatives. Are any of you keeping an eye on this? How does this work?
