Now do I believe he's buying based on TA? No! After all he has far more information in regards to where the company is going and how well they have done quarterly and insiders will typically be in a black out period 2-3 weeks leading up to the financials. However, the TA does support a good time to buy. The CFO of the company will determine window periods that insiders can buy or sell shares. Insiders may ask for exceptions outside the window period to buy or sell shares. For example: a need sell shares for money due to mounting medical bills. Like I've said in the past, there are many reasons as to why an insider will sell, but typically only one reason to buy.
Ryu's buy falls within the parameters of a trading window, as his buy came after the news release. He may also make several other buys after news releases over the next month or two leading up to financials, as may others.
