Nothing strange in the decision. 
Regulations are  the same but interpretation of data and execution may vary according to public health as appropriate to the local situation..
There may or may not be genetic susceptibilty among indigenous peoples.  There is certainly ample evidence of inadequate health care support, sub-par housing etc. etc.
There is also ancestral memory.  They haven't forgotten how their communities were ravaged by infectious diseases such as syphillis and small pox upon the advent in North and South America of Europe's colonial empires.
