Just from recent past experience with this stock, the best time to buy shares is when there were delays in drilling or an initial hole or two weren't very good, and some got frustrated or just wanted to free up money to buy something else, or tax loss selling.
Stroud doesn't promote much if at all as you alluded to -- that's actualy good in the sense that new buyers can build low buy in position or existing holders average down. These last few months have been a good buying opportunity. But buying in means having done one's DD to know that they had the money to continue drilling, delays were not caused by management being inept, etc
