Politicians...the clueless as usual. If they want to "boost production", just let companies do it.

Of course, natural resources should benefit local communities and salaries paid are not enough. But there is such things as income taxes - use it for common good instead of own good.

If not enough, add reasonalbe royalties - build schools, but it would be too easy and not enough noise, would make politicians look useless...
