A Form 20-F is a full registration document, not a listing document. You become registered first with the SEC as a fully reporting company. That is generally a 60 to 90 day approval process with the SEC. Once approved, you then apply to the Exchange that best suits your needs.
The NASDAQ big board called the National Market or "Global Market Select" has exemptions from the $4 price. You can obtain listing at two or three dollars under certain exemptions. Also NASDAQ has a board below Global Market. Regardless, registration with SEC comes first then application to the exchange.
