Because there's probably a 90% chance at least one of them, namely Germany with more than 2X our population, will legalize very soon. I for one am not even thinking about US legalization at this point because of the apparently permanently broken Senate/Congress. If anything, should the repubs gain seats in the coming elections they may actually shock the world and bring their own legalization plan which would be quite the coup and middle finger to the Dems who are crippled with in-fighting.
