For the rest. I can survive if we got "only" 135M$. But it would never constitute "fair value" and go against the historical rights of the Wabenaki tribe.
You see, I can read and find information and paint the bigger picture. I have a 0,0005% chance of "fair value" being paid, but the current information I have it is either "fair value" or pilot. Both would be extremely lucrative.
Of course the government of Quebec can find their own ways to read the laws but to me they are pretty clear and it would be extremely interesting if this went to the courts.
What you cannot shovel under the rug is the fact that if they ban without compensation Quebec would forever be uninvestable so it would loose out on foreign investments since no one would be "safe" investing in Quebec.
