Could be set up as a non-for-profit like for the Trans Mountain Pipeline purchase idea.

FNCIP (Capital Investment Fund) for any business venture, of which Alexis Nakota Sioux Nation is also involved.

In other words don't have to go to the stock market and the sort. But still everything has to be financed somehow and we are talking billions of dollars.

But the potential is endless. Renewable energy projects come to mind. Allows for geographic specific advantages to be shared with others.
