EqualizationThe principle of "Equalization" was enshrined in the Constitution of 1982, signed by Prime Minister Pierre Trudeau and 9 out of 10 provincial premiers, including those of all the oil producing provinces at the time. I believe it was Prime Minister Harper who approved the current formula, which was re-approved without change in 2018. It supports a minimal level of critical services across Canada for poorer provinces but not the territories.
