Realistically the less you make you get more of the pie. Likely these people do not own cars yet get about $400.00/y. On the other side of the equation, people like my family get less than the max and pay way more than $400.00/y in carbon taxes alone.
Sucks but it is what it is. Someone posted about taxes on gas and it is probably about 50%. Imagine that money not going into government coffers. Inflation for people who choose to drive would not be so bad.
