Dilution of a stock will only be required if the need is to act on a project that will generate a healthly return,  building a battery facility will consume large amounts of cash that most comapnies will not have. Sure they could wait until revenues come in and go to a bank and borrow the funds. That would only cause them to miss the boat as other companies will beat them at getting signed contracts. Governments do not hand out free cash to any company, they do how ever, will gaurantee finacing for a comapny with low interest.
Dilution, Borrowed funds & IPO VoltaXplore is the only way that money will come to finance the4 battery factory. I would raqther see IPO of VoltaXzplore as thte first option, Dilution at a healthy stock price valuation is next.
