A JV would only fly if Shell explicitly assumes all liabilities should the JV fail.
Shell will have no interest in fantasy LNG projects. They have their hands full with a real one that does not look likely to ever show a profit- though they and the other partners get use their gas assets that otherwise would be stuck with no decent market access.
