Stupid Question: How would a PDC based vaccine work?

Sorry all for the stupid question, but I am struggling to understand how TLD-1433 would be used as a vaccine. A vaccine normally works by training the body's immune system to recognize and destroy specific pathogens.

How would TLD-1433 be used like that in this Covid vaccine? Would it be "activated" first and then injected? How would it build immunity in the body?

I somewhat understand how TLD-1433 would be used to treat bladder cancer, but I can't figure out how it would be used as a vaccine, can anyone enlighten me on the science please?
