I can only assume that the 'pipeline' of new features and advances in smartphone camera technology was 2-3 years in planning and development when the 'ALIIS' algorithm were 'discovered' and came on the scene.
Since then process of Patenting, 'tuning and tweaking', and the 'back and forth' with the engineers at ARM and Qualcomm has been a steady progression of advancement.

Going from 'Enhanced' Still photograhy to Enhanced Video is a MAJOR achievement. It says that ALIIS is a COMPLETE solution to make the next step change in Imaging for the industry.
This all takes time and money...Kevin and his team and their families need to eat and stay warm while they develop ALIIS...to ALL our benefit.
Whether you think the process should be quicker since the initial takedown of the first SDK's is moot at this pint.
Most people have no idea how long the process takes before an enterprise worth 10's of Billions is going to risk incorporating a new element into their products.
It has to be RIGHT...the FIRST time.
The market is obviously saying that 'it's not sure if they're there yet'.
