On this link, go to page 659 where it specifically speaks to Labrador City project. I jumped the gun on this I believe.. This is for a specific substation that services 35 residential and the Mall..Sorry for the multiple posts.. I'm doing this in real time.. 

In short this doesn't have anything to do with the Ore operation which resides there..
