The special dividend will of course fluctuate, the annual dividend shoud be steady Eddie and slowly grow, but at a minimum stay stable. Nothing is worse for a company than to have to retract dividends - the market loathes that and the stock prices are punished when that occurs.
Now, if RIO believes that their share price is undervalued, it may make sense to buy back a portion of their stock, which in effect can be a defacto dividend.
I'm not an expert on RIO, I don't own any shares, but if you become the world's second largest mining company, you must've made some solid moves historically. Adding Casino to their fold, if they are the ultimate winner of the Casino Sweepstakes, will add another feather in their cap.
