The way I undertand the situation of Doliver includes a premise that there are 17 colonial style (very long and narrow)   lots  which reach from the habours edge all the way up to DM

I have beed told that ANX is offerring to purchase the tops of these lots for thier use (for example 200--300 yrds)  so they do not have to keep asking permission for permits and mining EACH time

KenGif Im sure could answer this question more accuratley

Gossip is that ANX is only offerring 2-3 X "stumpage value for these lajnds and not many have sold,  but I gather lawndowners are not opposed perhaps looking for a higher price as this area is somewhat "unusable" land

On the pipeline I think they are looking for permission to cross the pipeline more permanently
