What is not figured into the equation of "Book value" is the underlying liabilities of the "Golden Parachutes" that this company has a track record of paying out to the tune of many tens of millions of dollars for senior management. Now, you are right, if they keep the existing managment then that is not an issue, however, I would suspect that option would not be very high on anyone who wishes to take over the company. When all is said and done, we are probably looking at a buyout price of 2 - 3 times the existing Book value to satisfy the various pounds of flesh that various players in Management will likely want (after all this has been quite the ATM for them over the years) and I seriously doubt anyone is willing to come up with that kind of cash at the moment - perhaps the company was once worth that (those of us who bought into before it was "Vivo" used to think so) but I doubt anyone these days harbours that misconception.
Having said that...yes a Buyout would be nice. Lots of shares on the Bid and Ask so perhaps something is happening behind the scenes as I doubt many retail investors are selling at 6 and 7 cents.
