Again there is no way of knowing.

There is a good chance it could if Salzman gets the final details of the info requested to whoever in the company is asking for it. And he should be very motivated to do that since he has as much at stake, if not more, to see phase 1 start than anyone. And if that is all that is holding it up at his point he should all over it.
