RE:Norilsk Nickel I think someone here (a few days ago) had a very good argument when I brought up a similar point.  Russia will simply sell the resources to China.
IMO it will be difficult to truly enforce sanctions at that level as these resources end up in products through these alternative supply streams. 
As for Class-1 Nickel for EVs, I don't know whether Norilsk is even a large provider at this point.  Maybe someone more knowledgable can elaborate on that.
