Nothing much the company can do but wait. They say--

This is the fifth full fiscal quarter following the completion of the sale of the Offshore Wind Farm located in Hecate Strait to Northland Power Inc.

The rest of the text is borrowed from earlier periods. Personally, I think the amount of stuff which has to happen is a long list, including securing an EPA. With the geo-political events currently  happening and energy security being a priority, things can move quickly.

Recent uptick in Northland's and other renewable energy developers' stock prices, offers some encouragement. Also maybe opportunities for new energy development in coastal NW.
