They need permits in hand before they can produce anything. I don't see any scenario where they could have permits by next year, there are hearings & time tables that must be gone thru regardless of how big or small the project turns out to be. Permits can be had for one time bulk samples, but those are usually only profitable for high grade given the scale. Using an existing mill reduces the number of permits required, but it doesn't reduce the time line.
