If things are looking so bad

If things are looking so bad can anyone tell me why Virtu ITG Canada Corp are buying up shares of Choom ? This is a company listed on DUN & bradstreet , why would they be buying up shares at .002 , I say if you have the stomach and the balls for it buy and HOLD
