Biden clearly stated that they wont shut off Russian Oil but its on the table. Biden did not say that anyone will pay for that oil? You can let all the oil flow through a pipe as long as you want, you actually think anyone is sending Russia money for it? When Putin sees he is sending free oil down the pipe, he will shut it down. This is why the US does not not need to shut it down, Russia will do it themselves when not getting paid.
