I assume that policy has not changed.
Remember the WTI price you see quoted on TV is the price for the closest (most heavily traded) futures contract. ie, right now the quote is US$110.18, but that is not todays price, that's todays price for the futures contract for delivery in April - thats not the spot price.
At the moment the price has jumped for the next contract. The price declines for further dated contracts.
