Other than Iran, and maybe China, who on this earth would buy anything from Russia today? Especially uranium OMG. Whatever goes to Iran or China will happen outside what Russia is "considering" anyway. Are the Russians "considering" limiting exports of weapons to Ukraine or are the bombs and missiles being fired some sort of new delivery technique? This will positively impact demand for uranium from cameco and other producers in North America for decades.
