Isn't that the opposite of the regulatory policy?

The comment is accurate about thinly traded stocks but this seems to be circumstantial and has nothing to do with the company or its operations.  If investors aren't able to handle the volatilty associated with these kinds of micro-cap companies they probably shouldn't be holding them in the first place.  And if shareholders aren't happy about the way the employee stock compensation plan is set up they can vote against it as part of their shareholder rights.
